Dili, December 1, 2025 (Média Democracia) – The Civil Protection Authority (APC), through the Head of the Section and Communication (XSK), held a press conference regarding natural disasters that occurred in Timor-Leste between 17 to 24 November 2025. The conference took place at the APC Hall in Caicoli, Dili.
Head of the Section and Communication, Zenoveva Fernandes Almeida, stated that during the week, disaster events occurred across several regions in Timor-Leste, and CNOPC-APC registered different types of incidents.
“The recorded disasters include damaged houses (46), house fires (4), strong winds (23), flooding (19), cases meeting criteria (23), emergency assistance (23), affected people (224), and evacuations (0),” said XSK Head, Zenoveva Fernandes Almeida.
She explained that disasters occurred in several municipalities, such as in Baucau strong winds (18), and house fires (2), in Bobonaro flooding (19), in Dili house fire (1), in Ermera house fire (1), in Lautem strong wind (1), in RAEOA strong winds (2) and in Viqueque strong winds (2).
“In Baucau Municipality, Laga Administrative Post, Taquenumata Village, Kaikasalari Hamlet, on 19/11/2025, strong winds damaged one house, classified as severely damaged. In Venilale Administrative Post, Uma-Ana-Ulo Village, Venilale Hamlet, on 29/10/2025, strong winds damaged one house, also classified as severely damaged. In Uma-Ana-Ulo Village, Oso-Guia Hamlet, on 16/11/2025, strong winds damaged one house, severely damaged. In Fatulia Village, Fatujana Hamlet, on 14/11/2025, a fire affected two houses, classified as severely damaged,” she added.
She further highlighted that in Baucau Administrative Post, Jalili Village, Manulai Hamlet, on 14/11/2025, strong winds damaged three houses (one severely, two moderately). In Ualili Village, Uaturau de Baixo Hamlet, on 14/11/2025, two houses were moderately damaged by strong winds. On 15/11/2025 in Manulai Hamlet, three houses were moderately damaged. In Waturau de Abaixo Hamlet, on 15/11/2025, two houses were moderately damaged. In Gariuai Village, Uatua Hamlet, on 17/11/2025, two houses were moderately damaged.
“In Matebian Administrative Post, Lai Surulai de Cima Village, Uataliu Hamlet, on 5/11/2025, one house was moderately damaged by strong winds. In the same village, Batikasa Hamlet, on 10/11/2025, another house was moderately damaged. In Abu Village, Batikasa Hamlet, on 12/11/2025, one house was moderately damaged,” added the Head of Section and Communication.
She reported that in Bobonaro Municipality, Atabae Administrative Post, Aidabaleten Village, Migir Hamlet, flooding occurred on 18/11/2025 due to heavy rain, causing two large trees to fall and block a bridge, resulting in flooding that damaged 19 houses, requiring emergency assistance only.
“In Dili Municipality, Dom Aleixo Administrative Post, Madohi Village, Beto Leste Hamlet, on 21/11/2025, a house fire occurred, causing moderate damage. In Ermera Municipality, Ermera Administrative Post, Poetete Village, Taidibesi Hamlet, on 29/10/2025, a house fire occurred, requiring emergency support as it affected the kitchen area only. In Lautem Municipality, Lautem Administrative Post, Pairara Village, Punu Hamlet, on 18/11/2025, strong winds damaged one house, requiring emergency assistance,” said Zenoveva Fernandes Almeida.
In the Special Administrative Region of Oe-Cusse Ambeno (RAEOA), strong winds also caused damage. In Pante Makassar Sub-region, Taiboco Village, Ulas Hamlet, on 16/11/2025, one house was damaged requiring emergency support. In Nitibe Sub-region, Bene-Ufe Village, Lamasi 1 Hamlet, on 10/11/2025, another house was damaged by strong winds, requiring emergency assistance. In Viqueque Municipality, Viqueque Administrative Post, Bibileo Village, Webae Hamlet, on 18/11/2025, one house was severely damaged by strong winds. In Uatolari Administrative Post, Matahoi Village, Sana Hamlet, on 16/11/2025, one house sustained moderate damage.
She explained that APC Municipal Command, together with relevant partners, continues providing emergency assistance to affected families, including food and non-food items. Additionally, APC Municipal Operational Command is continuing detailed assessments of damaged and lost properties.
