Border Area Risk for HIV-AIDS Transmission

DILI, 07 march 2026 (Média Democracia) – INCSIDA President Daniel Marçal says the border is a risk area because communities move freely and it also happens abroad, so free sex happens a lot in the border area.

We see in Bobonaro, out of 130 cases, 60 people are getting treatment, so we’re still missing 70 people. Maybe they’re afraid, shy, hiding, some don’t feel it, some tested first, knew, and are lost, now they’re out there somewhere and we don’t know – that’s a big risk for Bobonaro municipality,” said the INCSIDA President to journalists at the Batugede Village Headquarters on Thursday (05/03/2025).

He says the risk of transmission from the 130 cases is huge because we recognize that with free sex, when HIV rises, it’s because of the free sex. From the existing cases, we say Bobonaro has free sex.

The president says the authorities need to have a strategy to combat free activity because the rising cases are contributed by free sex, as the data shows productive age, students, and married couples who tested and got 130, but those who haven’t tested don’t know how many are affected.

We say the 60 people are okay because they’re in treatment intervention, taking active medication, not infecting others. Now, looking at the 70 people and those who haven’t tested, because they’re playing around with free sex, Bobonaro will get even more cases,” he said.

Besides that, Daniel Marçal asks communities and parents near the border to think and control their kids. If the kids are far from parents, they should control via phone and ask about their whereabouts, to remind them because now many young girls become victims of early pregnancy, some abort and kill themselves because the guys don’t want to take responsibility for their actions.

The Institute’s President informs parents that their role is to take care and control their kids so they know how to protect themselves from HIV transmission. INCSIDA only helps spread information and socialize about prevention and fighting HIV-AIDS, parents have the moral responsibility for their kids.

So communities and young people can know ways to avoid risks and activities that shouldn’t be done, to prevent HIV transmission, so they understand and can follow in their lives,” said Batugede Village Chief Alexandre Perreira Alves at the Batugede Village Headquarters.

He says Batugede area is geographically close to the Indonesian border, so the Local Authority appeals to communities not to fall into free behavior, especially controlling community movement at the border.

Batugade’s border line is directly with Indonesia, meaning many of our communities live close to the border, but we’re still giving information to parents and young people so they can follow what’s right and avoid risks that threaten their lives with HIV-AIDS,” he informed.

The Local Authority is committed to continue sharing information with communities in the four Hamlets, passing on info they get from INCSIDA to share further with communities who haven’t gotten information about HIV-AIDS virus itself.

Batugede Village itself has four Hamlets, consisting of Lotan Hamlet, Batugede Vila Hamlet, and Nú Badak Hamlet, with a total population of 3,179, comprising 786 households.
