Dili, February 28, 2025 (Média Democracia) – Bee Timor-Leste, Empresa Publica (BTL.EP) together with the Ministry of Public Works held a ceremony to Launch the Code of Ethics and Handover of 19 Cars for Directions and to the Municipal coordinators.
President of the BTL.EP Executive Commission, Gustavo da Cruz, said that the Code of Ethics activity was so that the public could know that this behavior was a guideline in managing institutions and procedures.
“This behavior is a guideline for establishing this institution with its legal administration procedures, so that employees can comply with the existing legal framework guidelines, so that it becomes a basic requirement that must be met by an employee in carrying out his/her duties.” Said the President of the BTL.EP Executive Commission, Gustavo da Cruz.
He emphasized that, in addition to launching the Code of Ethics, BTL.EP also handed over 19 cars to directions and coordinators in municipal.
“BTL.Ep’s efforts are based on existing funding sources, so for operations within the city alone, we provide Carry cars for those on duty in Dili city and in 11 municipalities, and we also provide pick-up cars for three directions to help them to the administration and the support on these directions so they can work in the field.” He said.
The total money given to buy the cars is more than 200 million, consisting of 3 Hilux cars and 16 Carry cars. Therefore, the President said, through the two activities, workers can be regulated to be obedient.
“So this car is for the operational of the Water and Sanitation Service, this car is for the operational of employees, so far after transport it is not taken home but parked in the office, if the operational needs are in the morning except for emergencies.” He added.
For this reason, employees and technicians must be ready to carry out the work, hopefully it can be sufficient, because BTL.Ep has intervened in all areas, so even though it is not sufficient, it can help technicians to do their work.
Previously, there were more than 20 car units that could be assisted by BTL.Ep to help the work, but the condition was not good, and the maintenance also cost a lot of money, even almost approaching the price of a new car.
“BTL.Ep has submitted operational costs for car maintenance, we feel that the maintenance costs for these cars are very expensive, so we are in the process of providing relief to damaged cars so that the operational costs for maintaining these cars can be reduced,” he said.
He informed that currently BTL.Ep is investing in 24 posts that are currently running and in 4 posts that have been completed, he hopes that by the end of the year can complete in 8 posts.
“The rest in the second trimester we completed everything. Four posts such as Vemassi, Cailaco, Beehara and Maubara, those are four posts. I think the total funds that have been invested by BTL.Ep to the 24 posts are around 24 million USD which every year the state always deposits to BTL.Ep,” he continued.
Meanwhile, BTL.Ep has established good cooperation with development partners, so that the partners’ expectations depend on the government’s Water and Sanitation sector. BTL.Ep has many partners such as JICA, UNICEF, WORLD BANK, UNDP, ENSSI, in addition to having international and local partners who have been partnering with BTL.Ep to work on services.
As Minister of Public Works, Samuel Marçal said, a big behavior sometimes often talks a lot about laws, first create the behavior but the President must work with a conscience towards the law.
“I personally, just one thing, hold fast to behavior like holding the law, we must have a conscience, we make many laws if there is no conscience it is the same as we put it under the cupboard, we make everything but we do not have love for the country, the people, everything is difficult. Earlier the cars that we mentioned to do work for the people, you accept everything but not love for the country, you do not have the heart to love the people.” Said the Minister of Public Works
He added that one must dare to say the truth, if wrong say it is wrong, if one does not dare then the law is invalid.
“Because BTL.Ep is a very important work which concerns the needs of people, concerns the lives of people, concerns the health of people, plant it in your minds, your presence will be greatly appreciated by many people for all your great work, until you die here until all your hair falls out, no one will applaud you if you don’t work with love, don’t have courage, don’t have a conscience.” he added
In addition, the Minister of Public Works asked the President of BTL.Ep and his two deputies to carry out work that also loves the people, must have a conscience.
He also said, be a leader who divides the schedule, divides the work at home, and also as a leader must be able to be an example, can be used as a guideline for other employees to obey.
