Dili, January 17, 2025 (Média Democracia) – The Corruption Eradication Commission (CAC) through the Directorate General of Corruption Prevention and Eradication asked leaders with the positions of Director and Leader to submit a statement of position based on Law Number 7 of 2020 concerning Corruption Prevention and Eradication (MPCC).
Director General of Prevention and CAC Message, Antonio Alves da Cruz said, the law states that if a leader ends his term of office, meaning today he ends, then starting from that day until the 30th day they must provide a statement stating that he started holding office with how much wealth and he ends with how much wealth, as the law states.
“The total number of violators who received the koima application with a correspondence score of 25% of the basic monthly salary mentioned in article 48 on late presentation. CAC was able to collect a provisional koima score of about $ 75,612.42 which is now in the CAC temporary account at BNCTL bank,” Antonio Alves told reporters at the Obrigado Barak office, Dili, on Thursday.
CAC through Direction of Prevention and Sensibilization run a crucial work which oriented to apply sanction for declarants who not comply duties which has mentioned in this law as absent or late make declaration for their income goods and interest which mentioned in article 48-50 on declaration period.
If he/she is not finished, the law states that even though he/she has been finished, he/she must still declare, for example, if he/she is finished in December 2025, then next year in December 2026 he/she must still declare up to three times.
“But they returned to a position, they started to submit a statement letter again in the form of an initial statement letter, in 2024 the authorities have applied a 25% commission sanction to reporters who were late in submitting their goods and interest income with a total of 439 reporters who were considered violators of state institutions with a total of 40. Based on our system, we have registered 120 state institutions.” He said.
He explained that currently the declaration is in annual form, meaning from January 1 to January 31, 2024, so that for positions that have been registered to authorize goods and their interests, if it is past February 1, 2025 and above, the CAC will apply more than three times.
CAC through the Prevention and Socialization Direction has sent informative letters to all Ministries down to the Municipality level in the National region, to immediately realize their assets, otherwise CAC will continue to apply koima to these assets.
“Therefore, CAC will be more aggressive in implementing the koima in February and March onwards, for those whose mandate has expired but have not realized their goods, often up to three times, we will detect audits of these people to go to the field, see administratively and also physically whether it is correct or not, we cannot just guess,” he said.
He explained that the highest number that has paid the first koima from state institutions during 2024 is Ermera, the authority that is present with a total of 44, followed by Liquiça with a total of 38, from SEFOPE 15, Covalima Authority 18, SECOP 24 and others.
The activity of recording income goods and interest declarations in 2024, the number of reporters registered together in the e-drbi system is 3,879, consisting of 1,170 women and 2,709 men.
The types of declarations shown are as follows, 1,361 types of initial declarations, 2,050 types of annual declarations, 155 types of post-exercise, 27 types of substantial change declarations, 242 types of triennial declarations, 44 types of final declarations, and 0 types of adhoc declarations.
