Dili, 24 February 2026 (Média Democracia) – President of the Civil protection Authority (APC), Jesuino D.R.M. Carvalho said, “Currently, we’re updating information related to yesterday’s flood that happened due to heavy rain for almost three to four hours, affecting communities in Veracruz Post, Kaikoli Village and also Hera.”
“We want to inform the community that for floods like this, communities should coordinate with local authorities so we can provide infromation to us, as well as focal points designated at the Municipality, Post, and Village levels, so they can quickly support problem that happen.” Said President of the Civil protection Authority (APC), Jesuino D.R.M. Carvalho
The APC President added, the situation like two days ago, there was heavy rain affecting communities in Kaikoli, a total of 110 people including 36 children and 1 baby, with 26 family heads, These 110 people have evacuated to the APC Kaikoli building because their house are flooded.
The victims who evacuated to the APC kaikoli building mostly come from Veracruz, the team manage to get to Hera, another impacted area because Heineken Company’s dam overflowed, flooding the community’s houses in the midnight, and they‘re resolving the situation to get out of the flood.
“Ask the competent parties and local authorities to inform the company to find a way to normalize the dam, so it doesn’t threaten the communities when it rains heavily.” Said the President of the Civil Protection Authority (APC)
He affirmed, the message to all communities in the territory is that when it rains heavily, please stay calm in place, don’t move around, so you don’t disturb APC’s movement when they go to support communities affected by floods.
In the same place, the Chief of Kaikoli Village, Hipolito Margues Sarmento said, the flood two days ago almost four hours, just like April 4th last year, because every year there are floods, but this year even the village Seat is floodes, that’s why the communities are more severely affected because the rain was really heavy.
“I feel the flood two days ago in the midnigth was bigger that April 4th last year because even the Village Seat is flooded, so many communities, we can’t count anymore, because the water and strong currents are really affecting them. Last night, I couldn’t even go check on the communities derectly, I just received information from relevant parties thatt many communities are affected by floods, consisting of five villages with a total of 996 family heads and 5338 people, with 80% affected by floods and 20% not affected.” Said the Chief of Kaikoli Village, Hipolito Margues Sarmento
The Village Chief added, “The kaikoli communities that evacuated to the APC building are from five Hamlet, three hamlet aren’t affected floods, it’s only two hamlet that are affected by floods, namely 05 Tahu-Laran Hamlet, and 4 Fohorai-boot Hamlet are affected by floods.
The representative of the communities affected by floods, Fernanda Martins said,” The heavy rain that happened for three to four hours caused flodds in all communities.
“The Heavy Rain two days ago for almost three to four hours, the water volume was so high, thus I myself was affected by floods, until now the water is still in my house, so today I came to ask for help from APC trhrough the Firefighters to come and drain the water that’s flooding inside.” Said the community, Fernanda Martins to Journalists at the APC Kaikoli building, Monday this week
The community added, “The water that’s flooding the house has ruined all the household items like TV, fridge, kitchen stuff, books, and other documents, so now I’m asking the Firefighters to help drain the water that’s flooding the house.”
Futher explain, regarding the flood that happened, ask the Government through the Ministry of Public Works to consider making drainage or water channels, so during the rainy season, water with strong volume doesn’t threaten the communities lives.
