INCSIDA and CFP Conduct Training on Public Function Legislation for 77 Staff Members

Dili, October 8, 2025 (Média Democracia) – The National Institute for the Fight Against HIV/AIDS (INCSIDA), in coordination with the Civil Service Commission (CFP), facilitated a training session on Public Function Legislation for 77 administrative agents and senior staff of INCSIDA. The training took place at the Pantai Kelapa building in Dili on Monday.

The President of INCSIDA, Daniel Marçal, stated that the training was organized to help INCSIDA officials, now officially public servants to understand their rights, duties, and responsibilities in line with civil service law.

“This five-day training is designed for administrative agents and senior officers, totaling 77 participants, including 63 public servants and 14 temporary staff assisting at the central office and the HIV/AIDS service center in Tibar, as well as occasionally in Pala-Pana,” said President Daniel Marçal.

He emphasized that this was the first formal public service training since INCSIDA staff officially joined the civil service system. The recruitment process followed all procedures, including job announcements, document screening, exams, and interviews.

“This training will help staff, especially directors and section heads in order to enhance their knowledge and leadership to ensure INCSIDA continues to improve. The positions of Director and Department Head were filled through proper administrative processes,” he added.

Marçal clarified that although there have been changes in leadership positions, the individuals promoted are experienced staff members who have served at INCSIDA for years. The training also serves to refresh their understanding of civil service rules and responsibilities.

The Commissioner for Strategic Planning Affairs of the Civil Service Commission (CFP), José Tele Cristovão, explained that the main objective of the training was to raise awareness among INCSIDA officials about public service law.

“Public servants must understand two key legal frameworks: administrative regulations that guide their duties and the statutes that define permanent civil service positions recognized under law,” said Commissioner José Cristovão.

He added that INCSIDA officials are now entering the second stage of the civil service framework, which grants them the right to continuous training as stipulated in Law No. 38/2012, requiring each civil servant to complete 40 hours of professional training per year.

“This helps prepare staff for future reforms, recruitment, and performance assessments. Directors must understand their leadership roles in INCSIDA’s structure, particularly in relation to HIV/AIDS service delivery,” he said.

Commissioner Cristovão further noted that heads of departments will undergo performance evaluations to ensure accountability and discipline.

“The law clearly defines procedures for staff reforms, including financial calculations for retirement and benefits. Therefore, all staff, especially those in leadership, must understand how to manage personnel and prepare for such transitions,” he explained.

He concluded by reminding participants that if a civil servant fails to complete the mandatory 40-hour training, they risk losing certain rights and benefits under public service law.

This training, coordinated between INCSIDA and the Civil Service Commission (CFP), aims to strengthen knowledge and compliance with civil service legislation among 77 administrative agents and senior officials, reinforcing institutional effectiveness and professionalism within INCSIDA.
