Dili, February 10, 2025 (Média Democracia) – The Secretary of State for Social Communications (SECOMS) together with the Association of Visually Disabled People of Halibur Timor-Leste (AHDMTL) and UNICEF closed the “Letra Braille” training for Visually Disabled People.
The Association of Visually Disabled People of Halibur Timor-Leste is a non-governmental organization that works to fight for the rights of people with visual disabilities through education, health, justice, employment and others.
Therefore, UNICEF collaborated with AHDMTL to organize “Letra Braille” training for people with visual disabilities at AHDMTL, the duration of this training is three months.
In the event, the Secretary of State for Social Communication, Expedito Loro Dias Ximenes said that this activity is very important, especially the simulation carried out by People with Disabilities regarding advanced communication technology information in the use of “letra Baille”.
“This event is very important because we are talking about inclusive development, meaning that no one should be left behind, such as people with disabilities, such as the blind, deaf and others, so that they also have the opportunity to take part in the development process,” said the Regional Secretary for Social Communication.
He said that the simulation carried out by people with disabilities meant that they were taking part in development.
“We all know that Letra Braille is for people with visual disability so that they can feel how they can read, write and speak using Letra Braille, that’s why this simulation is important and the government provides support to the visually disability association, meaning it will support,” he said.
He also took part as the Secretary of State for Gender Equality to help convey S.E.I.’s policies to people with visual disabilities that always pay attention to people with visual disabilities, especially girls.

As the Executive Director of AHDMTL, Gabriel Ponciano de Sousa continued that the purpose of this Braille Letter simulation is so that the public and all parties can interpret the letters.
“The goal of Letra Braille is to provide essential funding for people with visual disabilities, so that it can change the way many people with disabilities can access education.” He said.
He informed that what was discussed was the guarantee of participation of people with disabilities and full education at the basic level, which is Braille Letters, so that people with visual disabilities can access digitalization technology.
He explained that the first stage is to get to know Braille letter which is a source of transformation for people with visual disabilities to obtain the right to freedom nationally, especially in the Ministry of Education, especially the Inclusive Environmental Department.
AHDMTL ensures that all citizens, especially people with disabilities, must participate in quality education.
“People with disabilities to be able to participate in education must know all the Braille letters available in public institution and also guarantee that people with disabilities can participate in the world of work so that it can guarantee the participation of people with disabilities.” He added.
If we want to ensure that people with disabilities participate, it must be digitized first, we must use applications that can facilitate people with visual disabilities.
