MAKLN Provides Fixed Payment Allocation to 5,791 Veteran Beneficiaries

Dili, January 8, 2026 (Democracia Media) – The Ministry of Veterans’ Affairs and National Liberation Combatants (MAKLN) held a press conference to update the public on the distribution of fixed payments by the Technical Team of the National Directorate for Pensions and Subsidies (DNPS). So far, a total of 5,791 beneficiaries have received their payments. The press conference took place at the MAKLN building in Comoro, Dili.

The Minister for Veterans’ Affairs and National Liberation Combatants, Gil da Costa Monteiro “Oan Soru,” said that the payment process began on 15 December 2025 and continued until 5 January 2026.

“As of today at 2:30 p.m., those who have been attended to and assigned their fixed payments can now withdraw their funds from their respective banks. A total of 5,791 beneficiaries have received their payments,” said Minister Gil da Costa Monteiro.

He explained that there are still 9,906 beneficiaries who have not yet received their payments. The figures are expected to be updated continuously, and with about 15 days remaining, MAKLN hopes to complete the process for all remaining beneficiaries.

“Out of 15,697 beneficiaries, more than 5,000 have already been processed, while around 9,000 are still pending. Those who have completed the process do not need to return and can access their funds directly at BNU, BNCTL, or other banks according to their affiliation,” he added.

The Minister noted that attendance in the last days of December was lower than expected, but beneficiaries could continue to come to receive their payments. On 29 December, 716 beneficiaries were served, and on 30 December, 700 were attended to. Minor issues occurred, such as beneficiaries sending representatives instead of attending in person, which required follow-up.

“At times this creates confusion, but everyone must follow the rules. Our staff work continuously and do not leave for lunch; they remain on duty until all beneficiaries are served, even beyond normal working hours,” explained the Minister.

He also clarified that the schedules issued by MAKLN serve to regulate the flow of beneficiaries and avoid crowding, but beneficiaries from other municipalities will still be attended to even if they come outside their assigned dates.

“Everyone who comes must be served. What matters is that they are people, women and men alike. We do not discriminate by municipality. Even if a person’s name is scheduled for another area, once they are present, we must serve them,” the Minister emphasized.

Beneficiaries are encouraged to follow the schedules assigned to each municipality (A, B, C, and D), but those residing in Dili may face challenges if they must wait for their designated date. MAKLN aims to provide service immediately to avoid delays.

The Minister concluded that the first service day in January was 5 January 2026, and if attendance continues steadily, all 15,697 beneficiaries are expected to complete the payment process by 15 January 2026.
