MJ Signs MoU with South Korea’s Geomexsoft to Modernize Cadastral Services

Dili, May 27, 2025 (Média Democracia) – The Ministry of Justice has signed a Memorandum of Understanding (MoU) to cooperate with the South Korean company Geomexsoft in modernizing Timor-Leste’s National Cadastral Services. The signing ceremony took place at the Ministry of Justice building in Colmera, Dili.

Minister of Justice Sérgio Hornai stated that Geomexsoft, from South Korea, will collaborate with the Ministry of Justice and the Secretary of State for Land to modernize the country’s cadaster services, particularly in relation to land mapping and data collection.

“The Government of Timor-Leste, through its partnerships, both government-to-government and with the private sector aims to implement land registration policies that address concerns related to land rights and administration,” said Minister Hornai.

He emphasized that this initiative is not merely about deploying new software but about building a more resilient, responsive, and reliable information system for the future. It will help establish a more efficient and transparent justice system that directly benefits citizens by reducing delays, improving access to legal information, and fostering public trust in institutions.

The successful implementation of the MoU will require dedication, hard work, and close collaboration between both parties. The Ministry of Justice is fully committed to providing the necessary resources, support, and a conducive environment for Geomexsoft to achieve the objectives outlined in the agreement.

In the same event, the Secretary of State for Land and Property, Jaime Xavier, explained that the signing of the MoU with Geomexsoft reflects the government’s strategic objectives in this vital sector.

“Modernizing our land and property administration is more than just an administrative update, it’s a foundational investment in national development. Secure land rights provide stability for families, attract investment, facilitate economic growth, and are essential for conflict prevention and social cohesion,” said Secretary Jaime Xavier.

He further noted that the partnership with Geomexsoft marks a significant step forward in utilizing advanced technology to create a land management system that is transparent, efficient, and reliable.

“Timor-Leste needs a digital land registry and spatial information system that will translate into strong legal certainty for citizens, improved efficiency for dedicated public servants, and a more attractive environment for both domestic and international investors,” he added.

He reaffirmed his commitment to nurturing this collaboration and realizing the full potential of technological advancements. This, he said, represents an investment in the country’s future, ensuring that future generations of Timorese inherit a secure, equitable, and globally competitive land and property system.

Geomexsoft representative Kyungham Lee shared that the team, in coordination with the Secretary of State for Land and Property, has already conducted a feasibility study for a land database system in Timor-Leste.

“For nine months, we have been in Timor-Leste conducting a visibility study to determine how best to improve the land data system. During this time, we’ve received great support and attention from the Government of Timor-Leste and its people,” said Kyungham Lee.

He added that Geomexsoft has conducted information learning projects including other five countries and is financing the project in Timor-Leste with support from the South Korean government. He believes the experience gained from these countries will ensure successful implementation in Timor-Leste.

In summary, the Government of Timor-Leste, through the Ministry of Justice and the Secretary of State for Land and Property, is working in partnership with South Korea’s Geomexsoft to modernize the country’s National Cadastre Services.
