Dili, 26 February 2026 ( Média Democracia) – The Ministry of Health through the Nasional Directorate of Hospital Service held a workshop to discuss the strategic plan for 2026-2030, so it can be implemented in hospitals across the national territory.
According to the 9th Constitutional Government’s plan based on Decree 51/2023, 24 August, Article 34, the General Directorate of Hospital Services was established, which serves as a central services in the Ministry of Health, to coordinate secondary and tertiary healthcare services, including pharmaceutical and medical equipament services in Timor-Leste.
The General Director of Hospital Services at the Ministry of Health, Raimundo dos Santos, informs that the General Directorate of Hospital Service in 2025 has developed a national strategic plan and hospital services for 2026-2030 with support from DFAT Australia, which will later be approved by the Minster of Health and the Vice Minister of Hospital Operationalization in 2025.
“The objective of today’s workshop is to discuss the hospital’s strategic plan for 2027, so that National Directors and Municipal Directors can use this hospital strategic plan to look at priorities for the 2027 annual plan. We have a strategic plan with objectives 1-7, but we’ll fokus on objectives 1 and 3, to discuss together what we’ll implement.” Said General Director of Hospital services, Ministry of Health, Raimundo, in his speech at Novo Turismo, Thursday (25/02).
General Director of Hospital Services added, the seven main objectives are, First to establish policies, regulations or laws that promote the Governance structure of hospitals, Second to improve necessary physical infrastructure to support the expansion of specialized secondary health care in referral and regional hospitals, Third training of human resources for secondary and tertiary healthcare, postgraduate studies, and training for doctors, nurses, midwives, and health professionals, Fourth to strengthen secondary healthcare services in hospitals, based on the Ministry of Health’s PES for secondary and tertiary healthcare, Fifth to improve the functioning of support systems in secondary and tertiary tealthcare, Sixth to develop and improve tertiary healthcare services in national-level hospitals according to the government’s program, Seventh new initiatives to continue improving and covering secondary and tertiary healthcare. Therefore, the hospital’s strategic plan aligns with the 2011-2030 development Plan, focusing on service delivery, human capital, and development in priority areas.
In the same place, the Executive Directore of Maubisse Referral Hospital, Virgílio Mendonça Pereira, informed that the plan being executed by the Referral Hospital is a plan from the Ministry of Health, as hospitals are just implementers. So, their plan needs reinforcement from the 2025-2030, strategic plan.
“Currently, referral hospitals are facing challenges related ho human resources, that’s why the Ministry of Health is doing recruitment to adjust the existing resources, so they can implement. Now, human resources in referral hospitals can be said sufficient, because requets from hospitals are sent to the Ministry of Health for recruitment, they don’t do it alone, but they base it on request from referral hospitals.” Said Executive Directore of Maubisse Referral Hospital, Virgílio Mendonça Pereira
Maubisse referral hospital sees that some things are still lacking, but looking at the human resources supply that the Ministry of Health has provided, it can be said to meet the hospital’s needs, in terms of the number of human resources available.
On this occasion, Vice Minister of Hospital Operationalization, Flavio Brandão, said that this year the Ministry of Health through the General Directorate of Hospital Services will implement the hospital services strategic plan, with 7 objectives, focusing on 2 objectives in 2026.
“One is Clinical Gvernance two is Hospital Governance, which is to optimize the use of resources and functioning of regional hodpitals so that they function like hospitals providing secondary health care. We want the four hospitals to be like that, rationalizing transfers, and strengthening secondaryy services in regional hospitals.” said the Vice Minister Operationalization to journalists
So, continue supporting and providing human resouces from the National Hospital Guido Valadares, that’s one way, needs to be done this year.
“For years, facilities for referral hospitals have been there, but they haven’t functioned well due to human resource issues. So, human resources become the second priority, and we’re trying to fulfill requirements to minimize aid and enable regional hospitals to function.” Said Vice Minister of Hospital Operationalization, Flávio Brandão
He emphasized that all this will be implemented this year, focusing on the two priorities. He hopes that with the presence of Regional Directors and Central Services, there will be flexibility in focusing on the priorities, to strengthen the work of existing hospitals.
Vice Minister of Hospital Operationalization concludes that the Ministry of Health has plans for referral hospital services, focusing on hospital services. The Ministry of Health has a hospital strategic plan after 20 years. Last year, they finalized the strategic plan, and this year they’re moving to the implementation phase.
