MSSI and INSS Launch Online System Module for Social Security Contributions in the Country

Dili, August 7, 2025 (Média Democracia) – The Ministry of Social Solidarity and Inclusion (MSSI), through its National Institute of Social Security (INSS), launched a new online system module for social security contributions. The launch ceremony was held at Oka Hall on Tuesday this week.

The Minister of Social Solidarity and Inclusion, Verónica das Dores, stated that the launch aims to facilitate contributions from both employers and workers to the social security system.

“Before this application was launched, it was very difficult for people who had to go back and forth every day, because only one or two staff members were doing the work, which took a lot of time. Today, in a digital world, we prefer to create systems to help employers manage their finances more efficiently,” explained Minister Verónica das Dores.

She further said that the Government, through the IX Constitutional Government and INSS under MSSI, has officially launched the Online System Application for the Social Security Contribution Module, marking an important step in improving public service delivery in the area of social security.

In her speech, Minister Verónica highlighted that the core objective of this online module is to bring public and private sectors closer to a more efficient and effective system of regular contributions for workers. The application will also help reduce time spent by employees and employers, especially during adjustments to worker data.

INSS President Arlindo Pinto explained that the application represents the digitalization of public services and has five key objectives.

“The first objective is to facilitate the direct submission of information by employers using their own human resources. The second is to enable employers to generate their own payment bulletins. The third objective is to allow employers to submit their documents independently. The fourth is to assist entities in their operations and in providing information, and finally, the fifth is to make it easier for entities to register their workers,” said INSS President Arlindo Pinto.

He added that this launch continues the implementation of modules that contribute to the regularization of workers, helping to optimize human resources across ministerial lines, as all aspects are continuously evolving with technological change.

“We have already developed an internal financial system for pensions and are planning to integrate a salary system. Our social security law also states that we must have our own financial sector and system to regularize our social security financial structure,” the INSS President further explained.

He added that through this contribution module system, public service delivery will improve — especially in document submissions from employers, who no longer need to go directly to INSS offices, as documents can now be submitted through the online system.

The launch ceremony was attended by the President of the Court of Appeal, the Chair of Commission C of the National Parliament, members of the IX Government, representatives from PNTL and F-FDTL, development partners, telecommunications agencies in Timor-Leste, and managers and staff from INSS-FRSS.
