President to Participate in 22nd IISS Shangri-La Dialogue in Singapore

Dili, May 30, 2025 (Média Democracia) – President of the Republic, José Ramos-Horta, is undertaking an official visit to Singapore from 29 May to 4 June 2025 to participate in the 22nd Asia Security Summit, widely known as the IISS Shangri-La Dialogue.

The President emphasized that this summit recognized as the leading defense and security forum in the Asia-Pacific brings together senior government officials, defense ministers, and global security experts to discuss pressing regional and international security challenges.

President Ramos-Horta will deliver a keynote address during the third plenary session on “Managing Proliferation Risks in the Asia-Pacific,” in which he will present Timor-Leste’s perspective on nuclear weapons and missile technology proliferation in the region. He will also participate in the Presidential Roundtable for Emerging Leaders to share reflections on the role of strategic partnerships in strengthening the regional security architecture in the Asia-Pacific, followed by a Q&A session with fellow emerging leaders.

The President is scheduled to hold bilateral meetings with Singaporean leaders, including H.E. Tharman Shanmugaratnam, President of Singapore; H.E. Lawrence Wong, Prime Minister of Singapore; and Chan Chun Sing, Minister of Defence. He will also attend plenary sessions addressing key issues such as Indo-Pacific security, cyber and space defense challenges, and China’s global security partnerships.

“This participation reflects Timor-Leste’s growing engagement in regional security matters and its commitment to contributing constructively to stability in the Asia-Pacific. As a nation that has successfully transitioned from conflict to peace with strong international support, Timor-Leste brings valuable insights into conflict resolution, peacebuilding, and democratic development,” said President Ramos-Horta.

The summit will include plenary sessions, special addresses, and concurrent working sessions covering defense innovation, regional crisis management, and maritime security cooperation. It will conclude with a discussion on strengthening security cooperation in a stable Asia-Pacific.

President Ramos-Horta and his delegation are expected to return to Timor-Leste on 4 June 2025.
