Presidential Pardon Granted to Six Citizens

Dili, May 27, 2025 (Média Democracia) – In a statement issued by the President of the Republic, José Ramos-Horta, a pardon has been granted to six citizens as an act of humanitarian clemency and national unity.

According to Presidential Decree No. 45/2025, signed by President José Ramos-Horta at the Nicolau Lobato Presidential Palace in Dili and published in the Jornal da República on May 26, 2025, the following individuals have received a presidential pardon:

  1. Honoria Pereira Lopes
  2. Norberto Barreto João
  3. Maria Goreti Abi
  4. Maria Scolastica Sona
  5. Julieta Godinho do Nascimento
  6. Armanda Jesus das Neves

“These pardons reflect our nation’s commitment to justice tempered with mercy, and our belief in the fundamental dignity of all individuals. While we must uphold the rule of law, we must also recognize that true justice sometimes requires acts of clemency that serve humanitarian purposes and promote social reintegration,” stated President José Ramos-Horta.

This decision reinforces the spirit of national unity that must guide us as we build a prosperous future for all the people of Timor-Leste.

President Ramos-Horta emphasized that the decision reflects careful consideration of each individual’s personal, human, family, and social circumstances, as well as their potential for social reintegration.
