Dili, 25 March 2026 (Média Democracia) – The Scientific Police Investigation Criminal (PSIC) identified a suspect with the initials SF who committed a sexual exhibitionism offense by showing private parts to a female victim aged 13 with the initials PS in the Chineses Store in Mascarinhas, Dili, earlier.
PSIC Spokeperson, Mario Tavares said that on Saturday (21/03/2026) while a female citizen was shopping at a Chineses store in Mascarinhas, then male suspect entered the store and exposed his private parts to the victim.
“On Saturday, our PSIC officers received a complaint about a man who expoose his private parts to a girl and also the girl’s mother once.” PSIC Spokeperson, Marito told journalists at PSIC headquarters, Kaikoli, Tuesday (24/03/2026)
The Spokepeprson stated, according to the reason given in the case that, the suspect exposed his private parts to the female victim, and at the moment the suspect’s hold his penis and showed to the victim.
The spokesperson said this kind of case isn’t new, it often happens in society and society also hears some men urinate on other people, and show his private parts to women.
“In the Case, the 13 year-old sister victim was shopping, but the brother came in and showed his private parts to the sister twice.” spokeperson Marito undelined.
According this case, PSIC investigation has collected all evidence including digital evidence from the CCTV at the Chinese store, to serve as proof that the suspect indeed exposed himself.
So for this case, under the penal process code, the suspect committed the crime of Sexual Exhibitionism, an act where a man or woman shows their genitals or private parts to the public, which is a crime under Article 181 of the Penal code.
“Based on the complaint, police did their job identifying the suspect through the motorbike he used. The motorbike he used on Saturday was impounded by DNTT, so yesterday they managed to track down the suspect’s location through his motorbike.” informed the spokesperson.
So the investigator from PSIC confirmed the suspect’s official Facebook page, and eventually the police managed to track him down. Also, when the suspect committed the act against the victim, he covered his face with a helmet, but PSIC was able to identify him through the process.
He explained that yesterday (23/03/2026), PSIC has finished identifying the suspect, and they will submit the crime report to the Public Ministry (MP).
“We have managed to identify the suspect in this case. The process is ongoing, and we’re preparing a crime report for Sexual Exhibitionism and possible Sexual Coaction, given the suspect touched the victim’s sensitive body parts,” said the Spokesperson.
The Spokesperson added, PSIC can’t detain the suspect because it’s a semi-public crime, so they only identified the suspect and will submit the crime report to the Public Ministry.
“We’ve done the identification, let him go, and will follow the normal process to constitute him as a defendant in this case.” emphasized the Spokesperson.
Meanwhile, on Monday (23/03) around 4:00 pm, PSIC conducted a capture at his residence in the Mascarinhas area and identified the suspect.
