S.E.I Holds Workshop to Provide Training for All Staff

Dili, April 26, 2025 (Media Democracia) – The Secretary of State for Equality, accompanied by the Acting Director-General of SEI and together with the Commissioner of the Public Function Commission (CFP), organized a workshop focused on “Portfolio Responsibility and Special Career Development.” The workshop also included an opening session under the theme “Good Governance and Management,” with the sub-theme “Internal Control System” within the SEI structure. The event was held on Thursday this week.

Secretary of State for Equality, Elvina Sousa Carvalho, stated that the aim of the colloquium was to share information and provide insight to all Public Administration Agents and Casual Staff who have not yet gained understanding regarding the content and practice of the topic discussed.

“This workshop is organized to provide equal opportunity to everyone, ensuring that no one is left behind in accessing relevant information. It aims to strengthen and affirm the responsibility, dignity, and integrity of SEI staff,” said Elvina Sousa Carvalho.

She further emphasized that this was an excellent opportunity to improve the knowledge of staff at the Secretary of State for Equality (SEI). This includes knowledge about legal procedures and work conducted by the GIA Office, as well as enhancing the knowledge of public servants in carrying out their tasks correctly within Public Administration, closely linked to Good Governance principles.

“I believe this training is very important because the speakers in this workshop are not only from GIA-SEI, but also from the Public Function Commission, bringing their own materials. It becomes a valuable moment for both casual and regular SEI staff to better understand their roles, enabling them to perform their duties with professionalism, transparency, integrity, and guided by principles that support good governance,” the Secretary of State said.

She added that there is a strong connection between good governance and gender equality. SEI’s mandate is to ensure the promotion of gender equality, and SEI personnel play an important role in promoting good governance that fulfills the rights of women and vulnerable groups, contributing to development and the objectives of SEI’s mission.

“I ask all participants to make the most of this opportunity with the main speakers from the CFP and the Anti-Corruption Commission (CAC), to strengthen GIA’s internal work in monitoring and control,” she continued.

She emphasized that SEI’s work is based on existing laws to ensure transparency in their service delivery, uphold good governance, and promote sound management practices, while preventing poor management, corruption, and administrative failure within SEI itself.

As Inspector and Auditor of SEI, Benigna Maria Amaral, explained that the Inspectorate and Audit Office (GIA-SEI), through SEI’s 2025 Annual Plan, especially in Program 5 and 10 on Institutional Functioning and Development and the Sub-Program for Institutional Functioning, initiated this activity.

“This activity aims to disseminate and socialize new laws and decrees to SEI staff. Today, GIA-SEI is organizing the colloquium and socialization. Every year, GIA includes in its plan the socialization of laws. For this year, GIA chose this particular theme to be shared with staff under the theme ‘Good Governance and Management’ with the sub-theme ‘Internal Control,’” said Benigna Maria Amaral.

She added that the colloquium also provided information through the main speakers from the CFP on matters related to Portfolio Responsibility and Special Career Development.

This workshop was attended by the entire SEI structure, including SEI Director-Generals, GIA-SEI Office, SEI Chief of Staff, National Directors, Department Heads, SEI Municipal Focal Points, and all SEI staff.
