SEATOU to Open Road from Lurumata toward Pante-Kelapa

Dili, June 5, 2025 (Média Democracia) – The Government, through the Secretary of State for Toponymy and Urban Organization (SEATOU), continues to implement one of the IX Government’s programs that has already been made public part of which includes the continuation of road construction from Aimutin (Lurumata) going down and exiting near the American Embassy. This activity is being carried on Wednesday.

The Secretary of State for Toponymy and Urban Organization, Germano Santa Brites Dias, stated that work has officially begun today. He requested that local authorities, such as village and sub-village chiefs (OPS), the Dom Aleixo Squad Commander, the Ministry of Public Works (MOP), and ministerial representatives to accompany SEATOU’s joint team to notify affected communities and collect data to be submitted to the Ministry of Public Works. For those whose documents have not yet been collected, it is mandatory that they do so.

The Secretary further explained that the government is giving affected communities an opportunity from June 4 to June 21, 2025, to vacate the area. If they fail to do so within this deadline, the government, along with companies that win the construction tenders, will proceed directly to clear the land.

“We ask all affected communities to cooperate with the state so that the road can be opened from Aimutin down toward Pante-Kelapa, near the American Embassy, allowing everyone access for movement,” said Secretary Germano Santa Brites Dias.

The Secretary explained that although construction work has now begun, the area designated for the road is quite wide. However, some families have built homes within this open road space, which poses a problem. Therefore, he once again asked the community to cooperate so the road can be opened.

“Affected communities must follow the government’s designated markings, as work will continue throughout this month and reach the outskirts of the city. We must all be proactive in relocating our belongings before the rainy season arrives to avoid damages,” he emphasized.

He also reported that affected residents living on private land must present their documents to the Land Department and then submit them to the Ministry of Public Works. Houses currently occupied by communities will be compensated. Responsible citizens must cooperate with the state so that public road spaces can be used appropriately.

He further explained that according to data collected by the Ministry of Public Works, around 100 houses are involved, though some are temporary huts or garden houses. Therefore, the Ministry of Public Works and the Land Department will review the matter so that there are no unnecessary criticisms from affected residents.
