Yogyakarta, December 11, 2025 (Média Democracia) – The Prime Minister conducted the second formal round of negotiations on the maritime boundary in Yogyakarta, bringing satisfaction to the negotiation teams of Timor-Leste (TL) and the Republic of Indonesia (RI) as both sides continued discussions, exchanged ideas, and demonstrated willingness to move forward. This information was obtained by Média Democracia through the Prime Minister’s official page on Thursday.
Prime Minister Kay Rala Xanana Gusmão observed that during this second round of negotiations, teams from both countries showed strong commitment and genuine desire to finally resolve the maritime boundary between the two nations.
“I cannot say much yet, because formally we have just begun here in Jakarta, but I hope that in the next round of negotiations in April next year we can say something more concrete. I cannot say I am very happy, but I am satisfied because we see that we can talk to each other, listen to each other, and accept each other’s ideas. This is a good principle in what is a difficult maritime boundary negotiation,” said Prime Minister Kay Rala Xanana Gusmão.
The Prime Minister continued, explaining that the first round of formal negotiations took place in August 2025 in Dili, while the second round was held in Yogyakarta. Both teams have already agreed to continue the next formal negotiation round in April 2026.
“Over the past two days, we had very productive discussions with openness from the Indonesian side, led by Ambassador Amrih. We feel there is real openness, cooperation, and willingness from the Indonesian Government to resolve our maritime boundary,” added the Prime Minister.
The Prime Minister stated that the second round of formal negotiations on the Maritime Boundary in Yogyakarta was held over three days (8–10 September 2025) and concluded with the signing of the minutes by the heads of both delegations.
He further explained that the signing of the minutes for Timor-Leste was carried out by the current Executive Director of the Land and Maritime Boundary Office (FTM), Elizabeth Exposto. Indonesia’s minutes were signed by the Director-General of Legal Affairs and International Treaties of the Ministry of Foreign Affairs, Ambassador L. Amrih Jinangkung. During the signing ceremony, the Timor-Leste delegation presented traditional tais cloth, Timor coffee, and a book to the head of the Indonesian delegation, followed by group photos. The ceremony took place at The Phoenix Hotel, Yogyakarta, Indonesia, on Wednesday (10/12/2025).
