Dili, January 11, 2025 (Média Democracia) – The Secretary of State for Regional Development will carry out three jobs in 2025 related to local promotion of village and community development.
Secretary of State for Regional Development, Mateus Wilfridus Talo said, this activity was related to the coordination meeting of the Ministry of Villages at the State Palace regarding changes to laws and regulations regarding the National Village Development Program (PNDS) which were delegated to the regions.
“Yesterday there was a change in the PNDS legislation because we have delegated PNDS to the district/city, I think it just needs to be adjusted, especially the authority that still cannot be carried out in the district/city,” said the State Secretary for Regional Development, Mateus Wilfridus.
He informed that regarding the duties of the Regional Secretary, there are three important things that need to be considered in development starting from the village to the sub-district.
“SEDL’s work, in my opinion, includes three things, namely how to see the existence of regional promotion, support village development, and support community development. SEDL’s work at the mentoring level is how to see the provision of technical assistance to the city government down to the position level and also community leaders in carrying out their functions based on the laws and competencies delegated to them,” he said.
He emphasized that in 2025 the Secretary General will start the work with the data available in the first trimester.
“This year we start with the data in the first quarter, we will see how to help the city government to make a strategic plan for reviewing city development and how the research data which is the assessment of the condition of the city government last year made by the SEDL team in January, we will do it with this data to support our authorities and also community leaders especially in terms of community development.” He said.
Therefore, the local government through the village council looks at the presentation and condition of services in the village.
He explained that based on Law Number 9 of 2016, the Village Head has the authority to lead the village to carry out village development work functions.
“The Village Head has the competence, now the BPD members will carry out their duties and also related to development priorities in each village, I think this data will help them to elaborate so that in the next few years they can see the development priorities in each village with the existing sharing points, investments that have been made in each village after our independence,” he added.
So that the data can be used as a reference for how to see the scale of priorities in the future regarding socio-economic development in each village.
The job of the Secretary of State for Regional Development will be to oversee the efficiency of regional administration production and also oversee efficiency and investment in villages to municipalities.
“How to see the performance of the city government down to the posts, this will also be seen in the city development review plan, I think these three jobs will be, we have a strategy and politics on how to provide assistance to our government to community leaders to do these jobs so that in the coming years there can be an integrated plan.” He explained.
These works are only improvements to help identify priorities for village deliberations, village councils up to the city level, especially at the city coordination council.
He further explained, related to the newly established villages, they are still waiting for direction from the Ministry of State to go to the field to provide assistance to 15 villages that will hold regional elections this year, to be prioritized. Therefore, the national direction of supporting villages will carry out planning and politics to accelerate the 2025 regional elections.
