Dili, 06 February 2026 (Média Democracia) – New PNTL cadets held a press conference to declare to the public their concern about the result of the PNTL recruitment list publication on February 03, 2026, which is unnecessary to raise disagreement, the conference was held at the HAK hall.
PNTL new cadet spokeperson Deolando Yano Mendonça, said in the press conference regarding the PNTL recruitment list is unnecessary because the decision is unfair and discriminatory, asking the Ministry of Interior through PNTL to immediately annul the decision.
“The Government Through the Ministry of Interior and PNTL Command counducted recruitment for new cadets in the 2025 period. We all participated in the recruitment and followed all the processes such as written and phisical tests through the regulations established by the recruitment commission.” Said PNTL new cadet spokeperson, Deolando Yano Mendonça
The spokeperson affirm, on February 03, 2026, the PNTL recruitment commission through spokeperson Antonio da Luz announced the new list via media sources a total of twelve thousand eight hundred seventy-four (12,874) candidates, of these, ten thousand five hundred ninety-seven (10.597) candidates were approved, and two thousand two hundred seventy-seven (2,277) candidates weren’t approved.
“From the approved candidates, a total of four hundred (400) from the quota of each municipality will undergo medical tests. We are all in the approved categoty status, but are limited to undergoing medical tests, and given priority to follow tests those who have a small number according to each municipality’s quota. From these tests, it was identified that some candidates have health conditions that don’t permite them and will be contacted/called according to the list.” Affirmed the spokeperson
The spokeperson informed, regarding the candidates who didn’t pass, it is totally regrettable with an unfair, discrimination, and unguaranteed decision on good governance principles due to tendency towards family-ism and group-ism, because in the test itself it didn’t show following the rules issued before the recruitment process.
“Our observation is the lists with small numbers are mostly the sons of Police Commanders and the Commanders’ family members. On the other hand, regarding some police members who are part of the recruitment commision, their service doesn’t show professionalism following the existing regulations, but instead they provide special treatment in the recruitment process because some candidates don,t meet the criteria based on the regulations set by the commission, but in the end their names are included in the approved list.” Informed PNTL new cadet spokeperson, Deolando Yano Mendonça.
The spokeperson reported, regarding these issues, the new cadets who didn’t pass want to ask the Ministry of Interior and PNTL to immediately annul the decision, not just giving medical tests to the four hundred (400) candidates, but also giving opportunities to the candidates who are in the unapproved categoty.
“In this opportunity, I also to ask CAC and PDHJ to immediately conduct a through investigation to uncover tendencies of family-ism and group-ism in the recruitmen process, because the lists with small numbers are suspected to be the sons of police officers and their family members.” Reported the spokeperson.
He stressed, in this opportunity, still asks the Ministry of Interior and PNTL to establish an independent team to investigate the ongoing recruitment process, tendencies of family-ism and group-ism in the recruitment process, because in the test process it didn’t follow the regulation that established.
Through this press conference, he further explained want to ask the National Parlament’s Commission B which handles Foreign Affairs, Defense and Security to immendiatley oversee the recruitment process that has tendencies of family-ism and group-ism, so that investigations can be conduted related to the recruitment process that creates Familiarism.
