Dili, February 10, 2025 (Média Democracia) – This meeting is an initiative of the Ministry of Public Works, CCI-TL only prepares the venue, the aim is to identify the private and national sectors especially entrepreneurs who do business in the field of civil construction and public works, this meeting was held last Friday.
CCI-TL President Jorge Manuel de Aroújo Serrano said that the Minister conveyed his warm welcome to provide motivation to CCI-TL not only talking about public works infrastructure but more about the role of CCI-TL in general which is very good and thanked for the motivation given to CCI-TL.
“The purpose of this meeting is to provide certification and identify the capacity of entrepreneurs, from small to large. What do entrepreneurs have, how much experience and human resource capacity do they have? Then how many teams are needed to conduct a survey from the national level to the municipal level, so that the capacity of each entrepreneur from small to large can be known,” said the Head of CCI-TL.
He continued that until now the entrepreneurs have not received certificates because there is still a team from the Public Works Department that is making a presentation because the team will work with CCI-TL to do this. CCI-TL has data on how many entrepreneurs there are in Timor-Leste because they want to know for sure their capacity.
“We have data on 1,399 entrepreneurs in the Municipality, but we have not been able to specifically determine their capacity and areas of cooperation, for that reason, together with the commission, we can conduct a joint survey with CCI-TL to determine the capacity of each entrepreneur,” he said.
He added that it is about 30 million companies so it needs to be increased, because previously the Minister stated that for example, if one person comes down from Mikrolete bringing a proposal, wanted the 10 million project, it is complicated to place everyone in their portion, or people say they are in the wrong place.
“So far, the Minister has directly visited the company team that is implementing the project in the field to see the work and quality, if it is not in accordance with the rules, then he is asked to damage it, there are those who give warnings and attention, which for the one year and a half everything has been running smoothly, we have all seen a very tough evaluation, especially in the field of road construction,” he added.
He emphasized that this has an impact because the project owner is the government, CCI-TL only demands that the company must immediately open certification and people who have qualifications and abilities must be able to recognize through equipment and experience.
On the other hand, the Minister of Public Works, Samuel Marçal said, today a reunion was held to comply with the results of the agreement that was discussed last year together with CCI-TL, indicating that this year to reorganize the national and private sectors how to collaborate with the government to empower the private sector in the future.
“I came to organize the private sector through CCI-TL because unipessoal is under the control of industry, that is why today I held meeting with S.E.I. but two weeks later I will held meeting with all the companies, we as Timorese are looking for ways how the government can support them, so that we can push our private sector forward.” Said the Minister of Public Works
He continued, if private companies focus on construction, there are those who build a lot of unipssoal but still do not know for sure which is company A and B, what is meant is that those who are just starting out can start from A, but if the company has been established for years, it can start from B because the company has been established for years.
The Minister further explained that we have talked to companies to reorganize at least give them a classification, starting with prequalification given based on experience, capacity, and existing capital. So if there is a tender competition given based on class, not all companies do not comply with the rules such as being unorganized.
