PUBLIC QUESTIONS ABOUT SLOW SERVICE AT NOTARY PUBLIC, CAC-CFP CONDUCTS URGENT INSPECTION

Dili, February 12, 2025 (Média Democracia) – A joint team consisting of the Corruption Eradication Commission (CAC) and the Public Function Commission (CFP) conducted a urgent inspection of the National Notary Office in Colmera. In addition, the team also went directly to the Dili Notary Office to see the work process.

CAC’s Deputy for Prevention and Socialization, Rosário Salsinha Araújo, said that this urgent inspection was carried out for the first time at national notaries due to the many questions from the public and the media about public services at notaries.

“Therefore, today we are conducting a direct inspection to verify the information spread in the media and the community, this is the basis for improving the performance of the institution to be more advanced.” Said the Deputy for Prevention and Socialization of the CAC, Rosário Salsinha

As the Portfolio Discipline Commissioner, Agapito da Conceição said, today he conducted an initial inspection at the National Notary’s office, then went directly to Dili municipality to see whether the work was going well or how.

“Earlier we came not to find their mistakes but we came to improve, for example, if the service is not good, we provide input so that they can improve and also see the condition of the employees, if there are facilities that do not support the service, they must be asked to be completed, for example, the machine to make the original Boletin Identidade (BI) is not yet available, we suggest that they can be responsive, do not only provide services with white paper,” said the Commissioner.

He informed that while B.I.’s services are now temporary with white paper to be able to process passports, especially for young people who are studying abroad, citizens who are sick and need treatment abroad, and citizens who will work abroad.

In addition, the Director General of Notaries Agustinho Goncalves said that the Boletin Identidade printing machine was not without one, but just set up in Manatuto.

“The machine is already there, but unique counter to the Manatuto, now for the ID cards of they who do not make orders for the National, but the ID cards also come in limited quantities,” he said.

On that occasion, the Coordinator of Civil Registry of Dili, Didiano Gomes said, this visit provided an overview of how to improve services to the public.

“This visit is to provide an overview, the purpose of this visit is how civil registration services can provide good services to the community, and from this visit they also asked about old documents,” said Coordinator Didiano Gomes.

He also informed that regarding documents whose qualifications or verification of the fulfillment of requirements do not indicate fake/forged documents, the team is currently anticipating the situation related to the veteran data list.

“This order came from various orders, some came by changing their parents’ names, then we also anticipated the existing situation, such as the list of veterans who will receive subsidies, we also anticipated people who changed their age,” he said.

The problem here is that the original ID cards are still not available, because citizens who are going abroad submit identity documents, but there are also foreign nationals who do not want to accept them because they are not original.

“Earlier, the Director General of Notaries said that it was true that we did not order the original ID card, even if we were asked, we would print it using whatever because we do not have the machine,” he continued.

He said, it is true that there is a machine after setting up a unique counter in Manatuto, so the machine here is only temporary to respond to those there.

He added, related to the constraints of regulations that tighten society, talking about the deadline for births, marriages, and deaths, because people come to register only when needed.

“The law doesn’t exist yet, this is why children want to register for new schools, they come to register, parents want to receive money, they register, likewise, they want to receive veterans’ money, they register,” he added.

He emphasized that regarding the law which is actually still in the outline stage before being brought to the government for review, the law explains in detail that if you do not come to register at the specified time you must pay or be fined to the state.
