Dili, December 5, 2025 (Média Democracia) – The Government, through the Ministry for National Liberation Combatants Affairs (MAKLN), held a press conference regarding the pension payments for veterans scheduled for 15 December this year. The conference took place in the MAKLN hall in Comoro-Dili this Thursday.
The Minister for National Liberation Combatants Affairs, Gil da Costa Monteiro “Oan Soru,” stated that preparations are complete for pension payments to more than six hundred (600) combatants in the first phase on 15 December 2025.
“The combatants who will begin receiving pensions this month are those registered in the second registration in 2009, including those whose data remained pending from the first registration in 2003 and 2005,” said Minister Gil da Costa Monteiro.
The Minister added that the veterans eligible for payment this month include those classified under participation grades (3–7), (8–14), (15–19), (20–24), and Martyrs who died at a young age during the national liberation struggle from 1975 to 1999.
“Many veterans died young, and so far, more than one hundred (100) of them have been included in the pension list that we are now implementing. We are still waiting for additional lists this week to finalize calculations. If all goes according to plan, the total will exceed six hundred (600). Therefore, over six hundred veterans will receive the first phase of payment in December this year,” the Minister explained.
He further noted that the initial phase of payments will be administered by the MAKLN’s National Directorate for Pensions and Subsidies (DNPS) in Comoro-Dili. According to records, those currently receiving pensions, including those registered in the 2009 second registration made a total of 43,000. These include different pension categories: some will receive a 24-year veteran pension, others 15/19-year pensions, and many will receive the 8/14-year pension and survivor benefits.
Additionally, a one-time monetary allowance, previously announced will also be granted, amounting to over 5,000 beneficiaries. These individuals will also be entitled to the one-time pecuniary benefit.
He continued by explaining that on 15 December, MAKLN will process pension payments for more than 600 veterans. This month alone, the ministry has allocated a total of $49 million. Of this amount, the gross and net categories combined total over $44 million ($44,294,144.12).
