Dili, December 18, 2025 (Média Democracia) – The Judicial System Monitoring Programme (JSMP) issued a press statement regarding political party cadres in Manufahi Municipality who received materials on transformative leadership. These materials are considered highly important and will serve as guidance for their leadership roles in the future. The statement was accessed by Média Democracia from JSMP’s official page on Wednesday.
JSMP Executive Director Ana Paula Marçal stated that on December 11, 2025, JSMP conducted training for political party cadres on parliamentary affairs under the theme “Transformative Leadership and Democracy in Timor-Leste.” The activity took place at the Manufahi Municipality meeting hall and was officially opened by the Municipal Secretary of Manufahi (Sec. PIDI), Filomena da Costa Nunes.
“JSMP initiated this program to contribute to and enhance the leadership knowledge of political party cadres so that in the future they can perform their duties with responsibility and integrity, and effectively contribute to national development,” said Ana Paula Marçal.
She explained that during the training sessions, participants recognized and acknowledged that the topics of transformative leadership and democracy in Timor-Leste presented by JSMP were highly relevant and important for strengthening their capacity and skills as political party cadres.
“JSMP presented general materials on transformative leadership and democracy in Timor-Leste. The training consisted of two sessions: the first focused on transformative leadership, and the second on democracy in Timor-Leste. The leadership session discussed relevant basic concepts such as leadership in general, leadership theories from experts, differences between a leader, manager, chief, employer or boss, and various leadership types and styles,” explained the Executive Director.
She added that during the training, participants were encouraged to freely interpret figures and illustrations related to leadership types and qualities, and each participant shared their perspectives and knowledge with one another.
Participants noted that the materials provided by JSMP were different from those offered by other institutions, particularly in terms of leadership content. Some participants expressed satisfaction and stated that the information and training manual provided by JSMP would serve as valuable references and guidance in their roles as leaders.
Meanwhile, Manufahi Municipal Secretary Filomena da Costa Nunes recommended that JSMP continue conducting leadership trainings in the municipality, as the materials were considered highly relevant and important to their work.
“A total of 20 participants attended the activity, consisting of 15 political party cadres and municipal staff from Manufahi. The political party representatives included five from Fretilin, two from CNRT, four from PD, three from PLP, and one from KHUNTO,” said the Municipal Secretary.
The activity was carried out through collaboration, partnership, and financial support from the Civil Society Support Office (GASC) and the Office of the Deputy Prime Minister, Coordinator for Social Affairs and Minister of Rural Development and Community Housing, under the IX Constitutional Government.
