Fundasaun Mahein Consider Interior Minister Lacks Capacity

Dili, 11 February 2026 (Média Democracia) –  Executive Director of Fundasaun Mahein (FM) Nelson Belo questions the capacity of Interior Minister Francisco da Costa Guterres, who allegedly lacks capacity, as he is unwilling to resolve issues occuring in the recruitment process for new PNTL.

Executive Director of Fundasaun Mahein (FM) Nelson Belo stated that the Interior Minister lacks Capacity, as complaints are coming from the public, yet the Minister is unwilling to resolve issues hapenning under his watch, just to explain the process as a political aspect, shifting blame to PNTL to wash his hands and avoid responsibility.

The Executive Director added that the Minister should assume his role and make decisions, instead of waiting for the Council of Ministers to decide.

The Minister should assume his role, that decision needs to be made, don’t wait for the Council of Ministers. Decisions are made when allegations emerge strongly in public, so this gain political attention, so Minister can make decisions, why does it need to go to the Council of ministers.” Said the Director of Fundasaun Mahein after a meeting with PNTL General Commander, Police General Commissioner Henrique da Costa at PNTL General Headquarters Caicoli, Tuesday (10/02)

That’s why Fundasaun Mahein questions the capacity on Interior Minister Francisco da Costa Guterres, especially on how to make decisions alone and solve the controversy over the recruitment of new PNTL members.

Why does the decision to suspend or annul need to wait for the Council of Ministers, why do all Ministers need to wait for the Council of Ministers’ decision, it means all Ministers don’t know how to make decisions, because they take it to the Council of Ministers to decide for them. Properly, competent Ministers should make decisions, they shouldn’t be so laid back, small issues they take to the Council of Minister to decide for them, that’s good for Ministers. If the Council of Ministers is making decisions for them, it means the Ministers lack capacity.” Stated the Director of Fundasaun Mahein

The Council of Minister looks issues, more strategic, and more embracing issues, that’s why the Interior Minister doesn’t need to take this problem to the Council of Ministers. Because recruitment is a small issue, and the Interior Minister can use his competence to resolve it, no need to the take it to the Council of Ministers.
