Dili 04 February 2026 (Media Democracia) – The Secretary of State for Social Communication SEKOMS, held a meeting to officially introduce the new President of Radio Television Timor-Leste RTTL, who will carry out the leadership mandate of RTTL until 2031. The handover ceremony took place at the RTTL Hall in Caicoli, Dili, Tuesday, this week.
The Secretary of State for Social Communication SEKOMS, Expedito Loro Dias Ximenes, stated that today we are participating in the official handover ceremony between the outgoing RTTL President Elizeu, and the new RTTL President, Rosario Graca de Maia.
“Today I participated in the handover activity between the outgoing President and the new President, to ensure that all institutional processes continue to function normally, so that the new President can understand the work that has already been carried out and what still needs to be continued. Some things aren’t yet complete,the new president can continue to improve and take RTTL to move forward.” Said the Secretary of State for Social Communication, Expedito Loro Dias Ximenes
The Secretary of State added that the handover ceremony was attended by the all RTTL staff, and encouraged all employees to be present to directly hear the remarks delivered by SEKOMS, as well as by both the outgoing and incoming RTTL Presidents.
“I am pleased that the new President has presented his vision, mission, and commitment on how to lead RTTL forward, in accordance with Decree-Law No. 42/2008, which regulates the transformation of RTTL from a public service entity into a public enterprise, and also serves as the legal framework that regulates the functioning of RTTL.” Added Secretary of State foe Social Communication SEKOMS
The Secretary of State affirms that the outgoing President also shared his views, emphasizing that as a young leader he calls on the new leadership to continue the work that has already been accomplished, to maintain what is good and to set aside what is not, acknowledging that media institutions always face many challenges. The new President also recognized the importance of working together to advance RTTL.
In the same venue, new President of RTTL, Rosario Graca de Maia expressed his gratitude to the IX Constitutional Government, through the Secretary of State for Social Communication (SEKOMS), for the given trust to lead Radio Television of Timor-Leste RTTL.
“I believe that Radio Television Timor-Leste has shown progressive development. Therefore, I am here to continue the work of the outgoing President, Mr. Elizeu, as well as the contributions made by previous presidents over the years, including the dedication of all RTTL staff. My main priority is institutional strengthening, particularly in terms of harmonizing the legal framework to empower RTTL to carry out its duties in line with its vision and mission,” said the current President of RTTL.” Said the new President RTTL Rosario Graca de Maia
The New President further emphasized that institutional strengthening is essential to ensure the protection of the rights and obligations of RTTL employees, and to enable RTTL to become a dynamic institution that fosters a professional and ethical working environment. Institutional strengthening will also allow RTTL to expand and develop its own programming.
Meanwhile, the outgoing RTTL President, Elizeu Isaac Fernandes, expressed his sincere gratitude to the Secretary of State for Social Communication (SEKOMS) for the opportunity to lead RTTL for one year.
“We all understand the situation that I have resumed a position within a political party, and the law does not allow me to hold two positions at the same time. Therefore, the Council of Ministers decided to appoint Mr. Rosario to lead the RTTL institution until 2031. As a Timorese citizen, I felt honored when I was appointed to serve at RTTL, and now I am also pleased because I have been able to make a positive contribution to the development of RTTL in delivering information to the people and the State.” Said the outgoing RTTL President, Elizeu Isaac Fernandes
The outgoing President added it is hope that RTTL will continue to succeed. With experienced leadership, some new achievements will be made, and even if it’s not a miracle, together with the tecnhical strength tha RTTL alredy has, they will support each other and be able to lead RTTL even better in this mandate.
