SEPC, APC, UN Women Create Training for 25 APC Members

Dili, March 13, 2025 (Média Democracia) – The Secretary of State for Civil Protection (SEPC) through the Civil Protection Authority (APC) in collaboration with UN Women facilitated a three-day training for 25 APC members representing Covalima, Ermera and Viqueque. The training was held at the João Paulo II hall in Comoro, Dili, on Wednesday.

In an interview with the Secretary of State for Civil Protection (SEPC), Domingos Mariano said that three months ago civil protection had signed a memorandum of understanding with UN Women regarding a project targeting women’s groups related to climate change that always occurs every year, this is a global concern that is why UN Women said that women’s groups are very vulnerable when disasters occur.

“Earlier we were here to prepare facilitators to provide training to APC members to become trainers through increasing employee capacity so that they can continue to conduct socialization related to education, disaster risk reduction for women’s groups in three municipalities, such as Viqueque, Ermera and Covalima, to increase women’s insight due to natural disasters, how to prevent and handle when a disaster occurs, then prepare for women, disaster response, post-disaster recovery so that women remain resilient in facing disasters.” He said.

He continued, this training will be held for three days and will be attended by three municipalities first and will not be closed to other municipalities, it is hoped that after this training done can provide opportunities for other municipalities that have not attended this training.

On the other hand, UN Women representative in Timor-Leste, Nishtha Satyam said that the main objective of this support is to focus more on training for 25 civil protection participant trainers who will take part in this three-day training so that they can become good trainers and integrate gender issues in climate change and disaster risk, so that they can share with the community.

“The support provided by UN Women is not funds but how to facilitate technical matters to APC related to increasing the capacity of members who will attend this three-day training, related to funds, the hope is that next year UN Women can provide support to the Civil Protection Authority.” Said the representative of UN Women in Timor-Leste, Nishtha Satyam

The UN Women representative continued that in the MoU signed by UN Women and APC, the duration of work is from 2025 to 2028 and will continue to support the Government of Timor-Leste, especially the Civil Protection Authority.
