Dili, 11 April 2026 (Media Democracia) – The Director of Criminal Investigation Service (DNSIC), Chief Superintendent João Belo dos Reis, reports that the police detained a citizen with the initial A, suspected of being involved in illicit “broker” activities for official state document services.
“Today, the National Directorate of Criminal Investigation Service detained a citizen because this person publicly claimed to be able to process all kinds of official national documents, ID certificates, driving licenses, and others.” João Belo told journalists at the PNTL Headquarters this Friday.
Today, the police detained the suspect because there were several complainants who felt they were victims of the suspect’s actions, so they came to file reports, and the police had been monitoring the suspect’s activities.
The DNSIK Director explained that the suspect ‘A’ was conducting his activities through his Facebook account with the name MMN, asking people if he could process all kinds of official national documents such as Birth Certificates, Criminal Records, Passports, and Driving Licenses.
“Superintendent João said, the suspect, as a member of the RAI MAKMOR Company, deceived people into processing documents. We consider this a flagrant crime because the documents he used were left by people to process their documents, and he released false information, which is now in our custody.” he informed
He further stated that the evidence secured by the police includes RDTL certificates, some ID copies, and electoral cards. These false documents were used by him to spread information that through him, these documents could be processed quickly in a short time.
The police also seized a motorcycle that the suspect was using to carry out his activities.
Belo informed that the suspect charged people between $20 dlr to $100 dlr, to carry out these illicit activities.
The Director of the National Criminal Investigation Service stated that currently, they are communicating with the Public Ministry to continue the process against the suspect.
“The investigation process is currently ongoing.” He added that the Chief Superintendent is asking the public to process official state documents such as Birth Certificates and Passports directly at the Notary. If someone offers to process documents externally, check carefully.
“If someone offers to process documents externally, inform us so we can take action.” Belo said.
Meanwhile, the Criminal Investigation Service received information from victims who were affected by the suspect’s actions on Wednesday (8/4). DNSIK, together with the intelligence community, monitored the suspect’s movements, and on Friday (10/4) at 9:00am in the Taibesi area, the police detained the suspect in a flagrant crime as he was conducting his activities in some institutions.
After the police took action against the citizen, he was taken to the National Criminal Investigation Service at PNTL Headquarters in Kaikoli for identification procedures.
