Dili, 14 April 2026 (Media Democracia) – The Director of the Criminal Investigation Service Directorate (DSIC – Portuguese acronym), Police Chief Superintendent João Belo dos Reis, informed that DSIC has registered a “Broker” case for processing official State documents with NUC: 0130/26-PNSIC.
“We have already registered the broker case, for those who process documents at the Notary. It is the State’s duty to facilitate citizens to obtain documents related to citizens’ right.” JB Reis told journalists after a press conference at PNTL General Headquarters Caicoli this Tuesday.
The DSIC Director added that when the State has its requirements for processing documents that require payment, then pay according to the rules that exist, but if no payment is required, do not pay a broker to process documents.
“When the State has rules that everyone processing documents must pay, they must comply, but if no payment is required, some people cannot facilitate it outside to get money instead.” he said.
The Police Chief Superintendent affirmed that when citizens pay someone to process documents, that broker must be sought out so they can be responsible for their actions.
“People who act as brokers outside that we pay, we will seek them out, so they can be responsible for the acts they commit. Because civil servants are also paid by the State to facilitate citizens to process documents there, citizens have the right to obtain documents that the State facilitates.” he added.
Meanwhile, for this case the Criminal Investigation Service Directorate together with PNTL captured the suspect in Taibesi, around 09:00 local time when he was carrying out actions to deceive people to process documents, and the suspect was captured by the security forces at that moment on Friday (10/04/2026) recently.
