Dili, September 16, 2026 (Media Democracia) – Affected communities in 12 de Outubru Hamlet, Comoro Village, Dom Aleixo Administrative Post, Dili Municipality, are ready to contribute by making land available to support the implementation of the construction project for the International Standard Stadium and Indoor Futsal Field.
However, the community asks the Government to guarantee a relocation and compensation process that considers their rights and dignity.
Representative of the Community of 12 de Outubru Tasi-Tolu Hamlet, Francisco Lopes da Silva, said that the community in this Hamlet is ready to support the development program, but asks the Government to ensure that communities who will be relocated to other places can leave with dignity.
“We ask that this data collection not be mixed with politics, but we ask to dignify the communities. If our community has to leave here and return to the municipalities or to the mountains, we want to return with dignity,” said Francisco, in a dialogue with the community at Uma MBX, Tasi-Tolu, Tuesday (15/09).
He also asked the Government that, when carrying out the data collection process on land and houses, to do so with clarity and consideration for the situation and needs of the community.
“We are not against the Prime Minister’s program, we also support it, but this process must go well, and most importantly, it must consider the community,” he affirmed.
Therefore, Francisco asked the Government and municipal authorities to prioritize the needs of the community, including access to transportation and facilities when the community wants to return to the municipality or to other places.
“We don’t want to impede development, but the service to the community must be with dignity. If we come from a municipality and want to return there, we must be treated with dignity. Because the budget that you leaders give is small, so there must be transport support to carry our belongings to the municipality,” he stressed
On the same occasion, the Chief of Bairo João Paulo II Tasi-Tolu, Marçal da Silva Martins, said that the Tasi-Tolu community has been waiting for a long time, not just now, but the relocation process must be based on data from the technical team that conducted the survey over the past two years.
“Today’s explanation from the SETP made us, the Tasi-Tolu community, happy. But we don’t want the experiences that happened in other places to also happen here, to remove our community without dignity. We want to dignify the communities so they can return to wherever with dignity,” he said.
On this occasion, the Secretary of State for Land and Property, Jaime Xavier Lopes, said that the joint team will carry out a re-survey to properly clarify the existing data, so that the process for calculating compensation can proceed with clarity.
“Therefore, we will do a re-survey to correctly identify this data, so that the process for calculating compensation can be clear,” he affirmed.
He explained that the process will be carried out according to the law. When the time comes, the joint team will send a notification letter, so that all families can prepare and move with dignity.
“To all parents, the whole process we follow according to the rules. Therefore, money for compensation will be there, but all data must first enter the process. When the money has entered your bank account, you must prepare yourself to move,” he informed.
He affirmed that the Government will treat the communities with dignity, because this land is State property. Therefore, when the Government needs to use this land, it will conduct data collection to facilitate families who will be relocated to municipalities or to other places.
