SEATOU Holds Dialogue with 10 Affected Households in Bairopite Regarding Occupied State Land

Dili, Novembru 01, 2025 (Média Democracia) — The State Secretariat for Toponymy and Urban Organization (SEATOU) led a joint team to meet with ten affected households in Bairopite village regarding land that the National Directorate of Lands and Properties had allocated to the National Intelligence Service (SNI) for the construction of its new building. This information was reported by Média Democracia through SEATOU’s official webpage earlier this week.

The Secretary of State for Toponymy and Urban Organization, Germano Santa Brites Dias, stated that the government is paying close attention to this matter by gathering all affected residents together to share information and listen to the concerns of the local community, particularly those living in the Laloran area. This dialogue was held to provide clarity before the data collection process concerning the affected houses and trees. Prior to this, all affected residents had already received official notifications and notices about the overall procedure.

“SEATOU received an official dispatch letter from the Office of the Prime Minister to coordinate the data collection plan and the necessary procedures with competent entities, in order to resolve the issue related to the allocation of state land by the National Directorate of Lands and Properties to the National Intelligence Service (SNI), which operates under the direct supervision of the Office of the Prime Minister. This land is currently occupied by several families in Laloran hamlet, Bairopite village,” said Secretary of State Germano Santa Brites Dias.

The Secretary of State informed the affected residents to cooperate with the joint technical team during the field data collection process, as the state needs to carry out development for the construction of the SNI building. The data collection process will begin on 29 October 2025 and continue until completion. He also requested that residents provide accurate information and prepare all necessary documents to complete the data collection process. Those claiming private ownership of land are required to present valid proof, such as land title certificates.

Furthermore, the Secretary explained that the meeting was held at the Bairopite Village Office, attended by representatives from the Office of the Prime Minister, the Ministry of Public Works, the Ministry of Agriculture, Livestock, Fisheries, and Forestry (MAPPF), the National Director of Lands and Properties, the Chief of Bairopite Village, and members of the affected community.
