Centro Chega I.P and IOB Sign MOU to Integrate Education for Peace, Human Rights, and History into the Curriculum

Dili, September 7, 2026 (Media Democracia) – The Centro Nasional Chega I.P signs Memorandum of Understanding (MOU) with the Institute of Business (IOB), with the objective of strengthening cooperation in the areas of education for peace, human rights, history, and transitional justice, especially through the integration of the Chega, Module into the curriculum and teaching-learning activities.The MOU signing ceremony took place in the Auditórium Room of the Chega Archive, Former Comarca Balide, Dili, and will be valid for three years.

The MOU document was officially signed by the Executive Director of the National Center Chega I.P, Hugo Maria Fernandes, and the Rector of IOB, Pedro Miguel de Fátima G. B. Ximenes.

According to the Executive Director of the National Center Chega! I.P, Hugo Maria Fernandes, the cooperation aims to establish a partnership between the two institutions to integrate the Chega Module into IOB’s education curriculum, especially in the subjects of history, human rights, and transitional justice.

Beyond the integration of the Chega Module, this cooperation will also provide opportunities for IOB lecturers to participate in trainings facilitated by Centro Chega I.P, and to develop educational activities such as seminars, workshops, lectures, conferences, and visits to historical sites.” said the Executive Director of the National Center Chega I.P, Hugo Maria, (07/09/2026).

He further explained that both parties also agreed to establish regular coordination to plan and carry out extracurricular activities, which can contribute to improving the quality of education and students’ understanding of the history, peace, human rights, and past memory of Timor-Leste.

This cooperation is based on the mission of Centro Chega I.P to promote the implementation of the recommendations from the Final Report of the Commission for Reception, Truth and Reconciliation (CAVR) Chega!, especially the recommendation on the institutionalization of memory and the promotion of human rights through education, training, and solidarity for survivors who are vulnerable due to human rights violations in the past.” he informed.

He further emphasized that Centro Chega! I.P also has the mandate to promote the implementation of joint recommendations between the CAVR and the Commission for Truth and Friendship (CVA), including reparations, memorialization, and the establishment of the National Center for Memory, Research, and Learning.

This cooperation activity is carried out in accordance with Decree-Law No. 48/2016, which approves the Statutes of the National Center Chega I.P, particularly the provisions regarding competencies and cooperation with other entities.” he reported.

He explained that Centro Chega! I.P has a vision to contribute to building a society that is inclusive, lives in peace, respects human rights, and doesn’t repeat the injustices and violations of the past.

Thus, the institution continues to develop national and international partnerships to strengthen service networks and promote the implementation of relevant recommendations from the Final Report of the CAVR  Chega! and the Per Memoriam Ad Spem (PMAS) Report from the Commission for Truth and Friendship (CVA).
