AIFAESA Conducts First Quarterly Assessment (Q1)

Dili, 14 April 2026 (Media Democracia) – The team from the Authority for Inspection and Oversight of Food Activities, Public Institute, (AIFAESA), First Quarter (Q1), conducted an assessment to prepare the annual action plan for the state budget.

According to AIFAESA Inspector Odete Maria Viegas, the annual action plan for the state budget is needed because the general state budget has not yet been executed.

As I said earlier, we start our annual action plan for the state budget. Fortunately, AIFAESA received a 2026 budget of 2.1 million, with 1.37 for salaries alone. So the general state budget available for carrying out inspection work, we concentrate in Dili Municipality because the general state budget has not yet been executed, so we reduce spending. With limited resources, we concentrate in Dili Municipality, divided into four (4) Administrative Posts,” said AIFAESA Inspector Odete Maria Viegas at the AIFAESA Matadoru Office.

The Inspector added that they still need human resources and transport support.

In 2026, there is minor capital budget to buy one basculante (truck) and mobile vehicles with a mobile laboratory for the lab to be able to take samples that we conduct in Dili, and we can also mobilize in the Municipalities. The truck is really needed, because when we go down to inspect and find some food that is expired and some food that is spoiled, it must be loaded directly onto the basculante (truck) to be taken for disposal in Tibar. Now it is in process but going forward we still need transport support. Now I also remind the government that in its vehicle limitation rules for all institutions, it also needs to consider that one institution is not the same as another. They need to look at this so that maximum support in terms of resources is provided.” she said.

AIFAESA conducted an internal assessment to analyze work results and budget use from the previous year. This assessment provides important information on strengths and weaknesses, including program execution, revenue collection, and oversight in the areas of commerce, industry, and tourism.

Based on the assessment results, AIFAESA prepared an annual action plan to ensure the use of the General State Budget (OJE) with efficiency and effectiveness. The plan includes defining priorities, resource distribution, and strategies to improve service quality and compliance with the law.
