Dili, September 18, 2026 (Media Democracia) – Technicians from TIC TIMOR, I.P., through the Directorate for Technology System Development and Innovation (DDSTI), presented the Human Resource Management System (HRMS) to the Ministry of Justice (MJ).
The main objective of this presentation of the HRMS System is to provide knowledge to National Directors, Directors, heads of departments and staff of the Ministry of Justice about the system, so that it can be adapted to the needs of the MoJ and use the said system to manage human resource data properly, quickly and efficiently.
The Coordinator for Artificial Intelligence and Technology System Development and Innovation, Norberto Soares Cristóvão, stated that the main role that the IX Constitutional Government assigned to the Ministry of Transport and Communications (MTC), through the TIC TIMOR Agency, is to implement and promote electronic government (e-Government) in State entities.
“Based on this request, the Ministry of Justice asked for technical support to develop a Human Resource Management System. Therefore, TIC TIMOR with willingness and good coordination with the Ministry of Justice to implement said system, to promote digital service with effectiveness. However, there are some issues that do not yet reflect the needs of the Ministry of Justice, so further adjustments will be made so that this system can provide better support to the services of the MoJ,” said Norberto Soares Cristóvão in a statement that Média Democracia accessed on Wednesday (16/09).
On the other hand, the National Director of Human Resources of the Ministry of Justice (DNHR), João Mau Pelo da Costa, informed that during this time, the process of registration and management of employee data still uses manual means. Therefore, digitalization of the human resources system becomes a priority for the Ministry of Justice.
“We want to express our gratitude to TIC TIMOR which has the willingness to provide technical assistance to create the HRMS System. This system will allow us to manage and register employee data, from the national level to the municipalities. During this time, we used manual means, therefore we want to ensure that data can be protected and modernized through digitalization, so as to facilitate access to information quickly and efficiently,” said João Mau Pelo da Costa.
In addition, the presentation of the HRMS System also gave opportunity to Directors, heads of departments and staff of the Ministry of Justice to understand how to use said system and how the system can support the human resource management process in the Ministry of Justice.
