Dili, July 21, 2026 (Media Democracia) – President of the Republic (PR), José Ramos-Horta, congratulates Qing Kun Construction Materials Engineering Co. Ltd for the Inauguration Ceremony of the official building and the Concrete Production Center in Timor-Leste (TL) to reduce the import of construction materials.
“Congratulations to the company from China, which is carrying out this important project. This is in line with the Government’s overall plan to accelerate the economy and reduce imports from abroad.” said PR Ramos-Horta in his speech at the Inauguration Ceremony of the Concrete Production Center building in Tibar, Bazartete Administrative Post, Liquiçá Municipality, on Monday (20/07).
Qing Kun Company will carry out a lot of manufacturing in Timor-Leste, meaning it will encourage Timorese to prepare as professional technicians, give them opportunities, and also lower import costs and accelerate project implementation. There’s no need to wait for everything from abroad, which helps keep money from going out of the country.
“I give my congratulations and thanks to the Government and to Liquiçá Municipality. Therefore I say to investors who come from anywhere, from China, Japan, Indonesia, Australia, Korea, India, and Timorese investors, the door is open for you. Together, the State, the Government and Timorese entrepreneurs must seek to give them opportunities.” he stated.
The Head of State said that Timorese entrepreneurs partnering with foreign entrepreneurs can work together to take the country forward.
“I know that members of the Government are now in a working meeting and cannot delay. Explain to the company owner to support you, because China has a strong relationship with Timor-Leste. China’s relationship isn’t something that started today, but has been for many years.” he added.
At the same venue, the Director of Timor Qing-Kun Building Material & Engineering, LDA, LIN KUN said this company is a strategic enterprise that emerged from practical cooperation between Timor-Leste and China. The project is jointly invested by Guangdong Qingyuan Fengcheng Concrete Co, Ltd. and leading Chinese business community entities in Timor-Leste.
”To date, the company’s total investment has exceeded 8 million US dollars. We have completed the company registration, construction of the administrative building, scientific determination of the quarry site, and full installation of the concrete production line.” said Lin Kun.
He said preparations for the sand and gravel processing factory, and for the precast components factory, are also complete. It is planned to begin official operations in July this year.
The company has established two concrete production lines with the largest production capacity in Timor-Leste and in the ASEAN region. Production capacity reaches 400 cubic meters per hour, and up to 5,000 cubic meters per day, enough to support national infrastructure projects, roads, bridges and social projects.
He informed that by using mining resources that have already received Government approval, the company can supply special concrete with setting times between 2 to 12 hours, and also provide a full range of high-quality concrete products with strength from 10 MPa to 80 MPa.
He informed that in the future, with support from Timor-Leste Government policy, the company will progressively introduce new product lines such as precast components, concrete wall panels, pre-stressed square concrete piles and box girders.
“We will establish a local cement factory, steel mills, and real estate development projects in Timor-Leste, with an estimated total investment of more than 100 million US dollars (US$100 million), to build a complete construction materials industry chain to support the country’s infrastructure development.” he said.
Company development must be accompanied by social responsibility. When the project is in full operation, it will create more than 200 direct jobs, and more than 100 indirect jobs in the construction materials, logistics and other service sectors.
All materials have received approval from the national laboratory, concrete formulas have been validated, and measuring equipment has been registered and certified.
